Position Summary:

The role involves analyzing existing vulnerability and disaster risk information at the district level to identify risks and formulate anticipatory action frameworks. the position entails creating capacity-building materials and training DDMA staff on the AA frameworks, leading simulation exercises to test these frameworks, and advocating for the integration of AA into district-level DRM and contingency plans.

Job Duties:

  • Analyze existing vulnerability and disaster risk information at the distirct level to identify risks to formulate the anticipatory action frameworks.
  • Identify anticipatory actions in consultation with district-level stakeholders through workshops and consultative meetings.
  • Lead the workshops to validate early warning triggers and anticipatory actions at the district and provincial levels.
  • Assist in developing riverine flood-focused anticipatory action plans for District Dadu.
  • Assist in developing capacity-building material for a workshop of DDMA staff on the developed AA frameworks. Build the capacity of DDMA on the AA concepts.
  • Lead the simulation exercises to test the AA frameworks at the district levels.
  • Lead the advocacy efforts to embed AA into district-level DRM and contingency plans.
  • Review and evaluate the effectiveness of anticipatory actions over time and make adjustments as needed for the frameworks
  • Represent HA in the District Technical Working Group on AA, and the DRR cluster/working groups for sharing project updates and progress etc.
  • Develop a good knowledge of the intervention areas, communities, socio-economic conditions, needs, and constraints.
  • Ensure compliance with HA’s Code of Conduct policies in both, office management and field operations. Timely inform the PC and other colleagues of any issues that might endanger the security of people and goods related to the project. 

Qualification and Experience

  • Minimum of 2-3 years of relevant experience with UN agencies, and international and local organizations.
  • Candidates with past working experience in national AA-related programs with will be given preference.
  • Experience in developing AA frameworks will be an advantage.
  • Experience in the provision of administrative and logistical support and organization of workshops
  • Experience in research, analysis, and report writing;
  • Experience in working with government officials and non-governmental organizations;
  • Demonstrated experience in working in complex working environments;
  • Excellent knowledge of Microsoft Office software packages (MS Word, Excel, Access etc.) and experience in handling web-based applications

Skills and Abilities

  • Good understanding of community participation and the integration of DRR in recovery projects.
  • Knowledge of PSEA, Protection & GBV, Gender & Inclusiveness in recovery context.  
  • Knowledge of low cost structural mitigation activities.
  • Ability to communicate in local languages
  • Administrative skills in order to work with people at managerial and occasionally, senior government levels
